Dr. Narayan Sahoo, son of late Sri Govind Chandra Sahoo of village Fakirpada in Cuttack district was born on 05.02.1949 and was working as Principal Scientist and Programme Leader in Management of Waterlogged area in Directorate of Water Management, Bhubaneswar. He stood 4th in Orissa in High School Certificate Examination in 1965 and 12th in Pre University Science in 1966. He passed B.Sc(Agril. Engg and Tech.) in first batch from CAET, OUAT IN 1971 and joined as Asst. Engineer under Dept. of Agriculture, Govt. of Orissa in different places in Orissa from 1971 to 1976.He did his M.Tech and Ph.D from IIT,Kharagpur in 1978 and 1990 respectively. He joined all India Agriculture Research Service as Scientist S-1 in 1st batch in 1976 under ICAR and initially joined DRR, Hyderabad.He was then transferred as Irrigation Research Engineer at CRRI,Cuttack from 1980-1987.There he was working for command area research on Taladanda canal irrigation system on different methods of irrigation and its designed aspect and also on management of low land and upland through engineering measures till 1999. From 1987 onwards he served CRRI, Cuttack till 1999 and worked in different drainage aspects and International and national network projects. Then he joined in DWM on selection as Principal Scientist during 1999 and was looking after management of excess water situation. During his career he has developed surface drainage design method, recycling drainage project, sub surface water harvesting structure and micro tube well technology suitable for coastal area. He has also developed integrated farming system methodology for reclamation of waterlogged area, use of non engineering measures like bio-drainage, water chestnut cultivation etc. in swampy lands. He has also worked for development of ideal and replicable watershed technology in Odogaon block of Nayagarh district using latest technology i.e. remote sensing and GIS.

Dr Sahoo worked in several National funded projects like National Watershed Development Programme,National Agricultural Innovation Project, National Agricultural Technology Project, Indian National Congress on Irrigation and Drainage, and Technology Information Forecasting and Assessment Council and International project like International Fund for Agriculture Development, Crop Resource Engineering Management Network and REANET. Recently he has developed first indigenous rubber dam in India through NAIP, component-4 project. and installed rubber dams in BADAPOKHARIA, BAGHAMARI and DERAS FARM of Khurda district. The patent on Rubber Dam has been filed on 12th May 2011. He has received KC Das Memorial Award,Fellow of Institution of Engineers, Institute Award, RC Patra Memorial Award. He received the Govind Gupta Running Shield as outstanding research engineer of the state of Orissa, from the Institution of Engineers and First Institute Proficiency Award from DWM for his contributions in R&D works. Besides, he has also received the prestigious VASANT RAO NAIK AWARD along with Rs. 1 lakh cash award for his outstanding research contribution for dryland farming from ICAR.

He has published 50 papers in National and International Journals, 130 papers in proceedings of National and International conferences, 2 books and 12 training manuals, 36 technical bulletins and 26 book chapters along with several leaflets for common farmers in Oriya language. He visited International Rice Research Institute, Phillipines in 1982, International Water Management Institute and Agril. Rerearch Centre at Peredinia at Srilanka during 2008. He has worked in several Consultancy projects like CARE India,Agragami,Western Orissa Rural Livelihood Programme, Dhamra Port Trust Limited, Repair, Renovation and Rehabilitation projects etc. He has evaluated more than 25 watersheds under Integrated Watershed Development Programme, Drought prone Area Programe, National Watershed Development Programme. He has expertise on evaluation of ‘Rain water management’ project funded by CAPART ranging from Orissa to West Bengal and to Chhatisgarh. He was consultant to NRM International and worked for Govt. of Tripura along with Japan Bank International Co-operation (JBIC). In that project he has planned the soil conservation structures for Tripura and helped in execution of the project by the forest department. He has conducted one 21 days Winter School for the first time DWM as Course Director on Management of Excess Water during 2009.
